Deer Park's economy is a barbell: a handful of enormous industrial employers on the ship channel at one end — Shell, the Deer Park refinery, Dow — and hundreds of small local businesses at the other. The city tries to shape it through a Type-B Community Development Corporation, a sales-tax-funded economic-development entity in its governance chart, and an economic-development office that works to keep and attract employers. The plants provide the paychecks and the tax base; the small businesses provide the town's daily texture.
