The plain version

The pipes, streets, drainage, and water that keep Deer Park running are mostly the city's own responsibility, handled through Public Works. Your water and sewer service comes from the City Utility Department; the Wastewater Division keeps the sewers from backing up toward the bay; streets and local drainage are city-maintained, with the Harris County Flood Control District carrying the big regional channels. Most of it is invisible until it breaks — and most of it is paid for by the budget and the bonds the Council you elect approves.
