In most towns, "emergency preparedness" is an abstraction. In Deer Park it's shelter-in-place drills and a warning siren you can hear from the backyard, because the same plants that anchor the tax base can also put a plume over a neighborhood. The city runs an Office of Emergency Management, and the Local Emergency Planning Committee — the same body named on the air-quality page — is where industry, first responders, and the city coordinate what happens when something goes wrong at the fenceline.
