Electricity works differently from water here, because Texas deregulated it. The poles and wires belong to CenterPoint Energy — they deliver the power and restore outages no matter who you buy from — but the electricity itself you buy from a retail provider you choose off the state's Power to Choose marketplace. The city doesn't sell you power and can't set the price; the retail market and the state grid operator, ERCOT, do.
